Louisiana regulates the movement of oversize and overweight loads through the Department of Transportation and Development (DOTD) under La. R.S. 32:380 et seq., and the special-permit fee provisions of La. R.S. 32:387. A hauler running many permits can keep a monthly fee account rather than paying each permit at the counter.
This bond is the security for that arrangement. The statute lets DOTD require a surety bond so the special-permit fees and charges you accrue each month are guaranteed — DOTD bills the account on a monthly cycle, and the bond stands behind what you owe.
