The City of Hammond regulates door-to-door solicitation and street vending, and its ordinance requires anyone soliciting in the city to first furnish a bond and secure a solicitor's license. The peddler / solicitor / hawker bond is a $1,500 consumer-protection guarantee that backs your compliance with those rules.
It's a three-party arrangement: you (the principal), the surety carrier, and the City of Hammond (the obligee), with residents as the protected parties. If a vendor violates the solicitation ordinance — soliciting outside permitted hours, misrepresenting goods, or otherwise harming a resident — a claim can be filed against the bond.
