What the bond actually guarantees

Allen County requires a right-of-way permit before anyone opens, cuts, or works in the county's rights-of-way, and conditions the individual permit on a $1,000 surety bond. The bond guarantees you restore the right-of-way to the county's standards after the work — administered through the Allen County Highway Department.

It's a three-party arrangement: you (the principal), the surety carrier, and Allen County (the obligee). If you leave a trench unrestored, damage county infrastructure, or fail to repair the right-of-way, the county can recover its restoration costs against the bond.
