The Will County Division of Transportation administers highway right-of-way permitting for work touching a county road — driveways, utility crossings, drainage, and similar improvements — under Chapter 56 of the Will County Code of Ordinances, the Permit and Access Control Regulations Ordinance. WCDOT's standard bond form is a Highway Performance Bond, addressed to the County Engineer and made payable to the Will County Treasurer.
It is a three-party arrangement: you (the principal), the surety carrier, and Will County (the obligee), with the traveling public and the county's road infrastructure as the protected party. The bond guarantees you will complete the permitted improvements in conformance with Chapter 56, the approved engineering plans, and your highway permit. WCDOT's standard bond form runs to a maturity date the County sets on the bond itself — commonly two years from issuance — and if work is found unacceptable, you get 7 days to begin corrective measures and 15 days to complete them before the surety becomes responsible for finishing the work.
