Will County does not license contractors on a trade test — it registers a contractor to work in the unincorporated county through the Land Use Department, under Chapter 117 of the County Code of Ordinances ("Bid Contractors"). Registration is conditioned on a $10,000 surety bond that stands behind the contractor's compliance with the permitting and building requirements the County enforces, including the building code provisions in Chapter 150.

It's a three-party arrangement: you (the principal), the surety carrier, and Will County (the obligee), with the County and parties harmed by a code violation as the protected interest. Under § 117.04, the Land Use Department registers contractors upon proper application — the bond is part of that application.
