Roselle's Development & Engineering Services department, through its Building & Zoning Division, conditions general contractor licensing on a $25,000 surety bond made out to the Village of Roselle. Licensing and the bond exist so a homeowner or the Village has recourse if a general contractor's work fails to meet code or leaves a permit obligation unmet.
It's a three-party arrangement: you (the principal), the surety carrier, and the Village of Roselle (the obligee), with homeowners and the Village as the parties the bond protects. If a licensed general contractor's work or conduct triggers a covered claim, the harmed party can recover against the bond up to its $25,000 penal sum.
