Roselle's Development & Engineering Services department, through its Building & Zoning Division, conditions licensing for trade and specialty contractors — outside the general contractor category — on a $10,000 surety bond made out to the Village of Roselle. Licensing and the bond exist so a homeowner or the Village has recourse if a contractor's work fails to meet code.
It's a three-party arrangement: you (the principal), the surety carrier, and the Village of Roselle (the obligee), with homeowners and the Village as the parties the bond protects. If a licensed contractor's work or conduct triggers a covered claim, the harmed party can recover against the bond up to its $10,000 penal sum.
