River Grove's Village Code, Title VII (Building Regulations), § 7-1-1.1, “License, Permit Bond and Insurance Required,” conditions a general contractor, electrical contractor, heating and/or air conditioning contractor, plumber, roofing/siding/insulation contractor, or sewer and water contractor's license and permit on a $10,000 bond filed with the Village.
It's a three-party arrangement: you (the principal), the surety carrier, and the Village of River Grove (the obligee), with property owners and the Village itself as the protected parties. If a licensed contractor's work causes damage the ordinance is meant to guard against, a harmed party can recover against the bond up to the $10,000 penal sum.
