Lyons is a home-rule Illinois village, and like most Illinois municipalities it does not rely on a statewide contractor license — it conditions its own building-permit process on a contractor first posting a $10,000 license and permit bond with the Village. No permit for work inside village limits is issued to an unbonded contractor.

It's a three-party arrangement: you (the principal), the surety carrier, and the Village of Lyons (the obligee), with property owners and the Village itself as the protected parties. If a bonded contractor's work causes damage the Village's licensing requirement is meant to guard against, a harmed party can recover against the bond up to the $10,000 penal sum.

Lyons Village Code § 4-7A-3Village of Lyons Code, Title 4 (Business And License Regulations), Chapter 7 (Contractors), Article A (Building Contractors), Section 4-7A-3 — "Bond And Insurance" — requires an applicant for a general, cement, concrete, masonry, or carpentry contractor's license to deposit with the Village Clerk a bond in the penal sum of $10,000.00, with surety approved by the Village Board of Trustees, before the license issues.
