What the bond actually guarantees
Illinois does not license general contractors at the state level, so the City of Moline conditions its own permit process on registration — and registration requires a contractor to first post a $5,000 surety bond with the Building Division. The requirement covers general, electrical, and mechanical contractors doing work inside city limits; Moline sets a higher $25,000 bond for moving contractors specifically.
It's a three-party arrangement: you (the principal), the surety carrier, and the City of Moline (the obligee), with property owners and the City as the protected parties. If a bonded contractor's work causes damage the registration requirement is meant to guard against, a harmed party can recover against the bond up to the $5,000 penal sum.
It is not insurance for you — if the surety pays a claim, you repay the surety. Moline runs contractor registration on the calendar year, January 1 through December 31, alongside a separate annual registration fee the City collects directly — not through us.
