Milan Village Code § 10-2-7 (Building Contractors) requires a general, mechanical, or electrical contractor to post a continuous $10,000 surety bond made out to the Village, on the Village's form, as a condition of registration. “Continuous” means the bond stays active from year to year rather than expiring on a fixed date — it runs until you or the surety cancel it, and the surety must give the Village 30 days' written notice before canceling.

It's a three-party arrangement: you (the principal), the surety carrier, and the Village of Milan (the obligee), with the Village and harmed property owners as the protected parties. If a registered contractor's work causes a loss the registration ordinance is meant to guard against, the Village can draw on the bond up to the $10,000 penal sum.

It is not insurance for you — if the surety pays a claim, you repay the surety. A subcontractor working under a general contractor's permit must also register, but § 10-2-7 exempts it from filing its own bond — the general contractor's bond covers that work — unless the subcontractor separately carries its own $10,000 bond meeting the same requirement.
