Midlothian licenses every contractor and handyman doing work in the Village — its Building Department requires the license even for jobs that would not otherwise need a permit. The license is conditioned on a $10,000 surety bond, with the surety subject to approval by the Board of Trustees, before the Building Department will issue it.

It's a three-party arrangement: you (the principal), the surety carrier, and the Village of Midlothian (the obligee), with the Village and harmed property owners as the protected parties. If a licensed contractor's work causes a loss the licensing ordinance is meant to guard against, a harmed party can recover against the bond up to the $10,000 penal sum.

It is not insurance for you — if the surety pays a claim, you repay the surety. Demolition and asbestos-removal contractors carry additional liability-insurance minimums beyond this bond; check with the Building Department on any class-specific requirements that apply to your trade.

Village of Midlothian Code of Ordinances § 5-4-14 (Building Contractors)Section 5-4-14(D) of the Midlothian Code of Ordinances requires every contractor licensed under that section to file and keep in force, for the license period, a bond in the sum of $10,000 with sureties approved by the Board of Trustees, indemnifying the Village against loss arising from the contractor's business.
