Four Rivers Sanitation Authority — the wastewater and sewer utility serving the Rockford, Illinois area — requires any plumbing or sewer contractor who wants to perform sewer service and cut-in work on private property to complete a bonding and registration process under the Authority's ordinance before starting work.
It's a three-party arrangement: you (the principal), the surety carrier, and Four Rivers Sanitation Authority (the obligee), with property owners and the Authority's sewer system as the protected parties. If a contractor's cut-in work damages the system or violates the Authority's requirements, a claim can reach this bond.
It is not insurance for you — if the surety pays a claim, you repay the surety. The Authority's registration packet lists a separate, larger bond for cut-in work on public property; if you also work on the public side of the connection, you'll need that bond too.
