Electronic License Service, LLC builds the electronic filing systems behind the Illinois Secretary of State’s Electronic Registration and Titling (ERT) program, and operates a network of authorized agent locations — currency exchanges, dealerships, and dedicated title service businesses — that process vehicle title issuance, plate issuance and transfer, title-only filings, and duplicate or corrected titles on the State’s behalf. Every one of those transactions carries government fees and taxes that pass through the agent’s hands before they reach the State.
That pass-through is exactly what this bond covers. The principal is your agent business, the surety is the carrier, and the obligee is Electronic License Service, LLC — not the Secretary of State directly. If an agent fails to remit fees or taxes it collected, or otherwise breaches the agent agreement, ELS can make a claim on the bond, and the State’s revenue is still made whole.
It is not insurance for you. A surety bond is a credit instrument: if the carrier pays a claim, you reimburse the carrier.
