It's a three-party arrangement: you (the principal), the surety carrier, and the City of Dixon (the obligee), with the city and property owners as the protected parties. If a contractor's work causes covered harm or fails to comply with the city's licensing terms, the city or a harmed party can make a claim against the bond.
