What the bond actually guarantees
Des Plaines' Community and Economic Development Department, Building and Permits Division, administers contractor registration for work performed on city property or within the public right-of-way, and conditions that registration on a $20,000 surety bond. A contractor holding an Illinois state license for right-of-way work is exempt from this particular bonding requirement, but most other trades — general contractors, electricians, plumbers, roofers, and sewer contractors among them — must file.
It's a three-party arrangement: you (the principal), the surety carrier, and the City of Des Plaines (the obligee), with the city and affected property owners as the protected parties. If your work damages city property or violates the terms of your registration, the city or a harmed party can make a claim against the bond.
