Cicero, a home-rule municipality bordering Chicago's Near West Side, licenses contractors through its Business License Department before any general or specialty contractor may work in the Town or pull a permit. Licensing is conditioned on the contractor first filing a surety bond — the code sets it at $10,000 for most trades and $20,000 for excavation, wrecking, demolition and tank work; this form is written at $25,000 — with the Town.
It's a three-party arrangement: you (the principal), the surety carrier, and the Town of Cicero (the obligee), with property owners and the Town itself as the protected parties. If a licensed contractor's work causes damage or leaves a covered obligation unpaid, a harmed party can look to the bond up to its penal sum.
It is not insurance for you — if the surety pays a claim, you repay the surety. Cicero licenses contractors across several classes, and some trades — excavation, wrecking, tank installation, and demolition — are known to file at a different bond amount than a standard specialty or general filing, so confirm which class applies to your work before you apply.
