Champaign administers its streets, sidewalks, and other public ways under Chapter 30 of its Municipal Code, and requires a permit before any person builds, digs, or otherwise works within, over, under, or across a public right-of-way. That permit is conditioned on both liability insurance naming the City as additional insured and a security bond sized by the Director of Public Works to cover the cost of restoring the right-of-way.
It's a three-party arrangement: you (the principal), the surety carrier, and the City of Champaign (the obligee), with the traveling public as the protected party. If a permit holder leaves a trench improperly backfilled, damages the pavement, or fails to restore the surface as required, the City can draw against the bond to complete or repair the work.
