The City of Harlem, Georgia licenses plumbing, electrical, and mechanical contractors who work within its limits, and conditions that license on a $1,000 surety bond. The bond is a guarantee that you will follow the city building, permit, and trade-licensing rules while you work.

It is a three-party arrangement: you (the principal), the surety carrier, and the City of Harlem (the obligee). If you violate the terms of your license or leave city-required work undone, the city or a harmed party can recover against the bond.
