Pinellas County conditions its right-of-way or easement permit on a completion surety of 110% of the engineer’s estimated cost of the installation, lasting as long as the permitted activity. The bond is a public-infrastructure guarantee: it stands behind proper restoration of any county road, sidewalk, drainage, or easement you disturb, and your compliance with the permit conditions and county standards.

It's a three-party arrangement: you (the principal), the surety carrier, and Pinellas County (the obligee, the party the bond is payable to). If you fail to restore the right-of-way or easement, or your work damages public infrastructure, the County can recover against the bond up to its amount.

The County’s bond form is payable to the County of Pinellas. The County also requires a maintenance surety of at least 20% of the completion surety, in force for at least 18 months after the work is completed, and, for temporary facilities, a removal surety of the estimated removal cost, at least $5,000. Companies regulated by the Public Service Commission, companies with a current County franchise agreement and governmental entities are exempt. A letter of credit or a third-party escrow agreement may take the place of a bond. We issue the completion bond in the amount the County names — send us your permit and we will confirm it.
