What the roadside vendor bond guarantees

Palm Beach County issues roadside vendor permits for selling flowers, plants or produce at approved spots on County roads outside city and town limits, and conditions each permit on a performance bond of at least $2,000, or other security the County accepts. The bond secures any costs the County incurs because a vendor breaks the Roadside Vendors Ordinance or damages road pavement, sidewalks or other improvements. The ordinance also lists prepared food, but the County says it can no longer issue prepared-food permits under section 509.102, Florida Statutes, and mobile vending is a different license, handled by the County's Zoning Division.

It is a three-party arrangement: you (the principal), the surety carrier, and Palm Beach County (the obligee, the party the bond protects). If the County has to pay for road repairs or other costs because a vendor broke the ordinance or damaged the road, it can recover those costs from the bond.

It is not insurance for you — if the surety pays the County, you repay the surety. Vendors who follow the permit treat the bond as a formality. The County sets a $2,000 minimum and this bond meets it at exactly $2,000; we issue it at $125 flat, and the application collects no credit information.
