About this bond

What it is and who needs it.

What the bond actually guarantees

An Orange County contractor license bond is a code-compliance and consumer-protection guarantee. It must be issued in the name of the individual who holds the certificate of competency, and it backs your promise to build to code and follow county ordinances.

It's a three-party arrangement: you (the principal), the surety carrier, and the Orange County Board of County Commissioners (the obligee, the party the bond is made out to), with your customers as the protected parties. The bond covers loss caused by work that breaks the county code, and it commits you to fix faulty work or materials for one year after the job. Orange County can make a claim, and so can the customer you did the work for, with the prior approval of the Division of Building Safety. The surety pays no more than $5,000 in total.

The bond must stay active for the life of your certificate of competency. We track the expiration and notify you 60 and 30 days out, keeping your county filing continuous.

Orange County Board of County CommissionersOrange County Code §9-10 (Certificates of competency; bonds) requires a $5,000 bond from any person within a class of contracting work, payable to the Board of County Commissioners or the person for whom the work is performed, and filed with the Board. The county form is titled Performance Bond (rev. 8/09/10): it is issued in the name of the individual license holder for General (Class A), Building (Class B), Residential (Class C), roofing and specialty contractors, with a September 30 anniversary date. Confirm current requirements with the Orange County Division of Building Safety before filing.

FAQ

Common questions.

How much is the Orange County contractor license bond? The premium is $100 flat — set by our carrier's rate book for this bond, the same for every contractor. The $5,000 amount is set by the county, so there is no quote process.
Do I pay the $5,000?No. You pay $100. The $5,000 is the surety's maximum liability if a valid claim is made against the bond — not a deposit, and nobody holds your money.
Whose name goes on the bond?Orange County requires the bond to be issued in the name of the individual who holds the certificate of competency, not just the company. We issue it that way.
Is there a credit check? The application has no credit section at all, and most applications approve instantly. It won't affect your score.
Where do I file it?With the Orange County Board of County Commissioners as part of your certificate of competency, through the Division of Building Safety. The county bond instructions ask for the original on a new bond; a continuation can be faxed, mailed or emailed as a clear copy. We issue the executed bond and mail the wet-ink original on request.
Which A-rated carriers underwrite these bonds?Typically Arch Insurance Company (A.M. Best A+) or Nationwide Mutual Insurance Company (A.M. Best A). Which one writes your bond depends on the bond type and your state. The carrier's name and official signature are printed on the bond you receive.
How do I contact Light RFP about this bond?Email insurance@lightrfp.com. It reaches the bond team at Light RFP Risk Management Services LLC (NY DFS License # PC-1978982). Write to us about quotes, applications, bond forms or certificates. We will respond within 24 hours.
