Waste tires are a regulated waste stream — improperly dumped, they become mosquito habitat and fire hazards. Under chapter 260 of the Jacksonville Ordinance Code (Disposal of Waste Tires), anyone who transports more than eight waste tires needs a City waste tire transporter license, and every licensed transporter must have and maintain a $25,000 performance bond (section 260.203). Proof of the bond goes in the license application, filed with the Chief of the Solid Waste Division.
It's a three-party arrangement: you (the principal), a surety licensed to do business in Florida, and the City of Jacksonville (the obligee, the party the bond is payable to). If you violate any provision of the City's waste tire ordinance, from licensing and vehicle identification to storage, holding limits, hours of transport and records, the City can recover against the bond.
It is not insurance for you — if the surety pays a claim, you repay the surety. The ordinance fixes the amount at $25,000 for every transporter and sets no term: keep the bond in force for as long as you hold the license, because failing to maintain it is a ground for revoking the license (section 260.204).
