For residential driveway work in a City of Jacksonville right-of-way, the City's Development Services Review Group accepts a $10,000 surety bond on its own one-year form, “Surety Bond For Residential Driveways”, filed before you apply for the permit. The Ordinance Code reads differently: since Ord. 2024-950-E, §744.110(c)(1) names a $10,000 unconditional and irrevocable letter of credit for this work and no longer lists a surety bond.

It's a three-party arrangement: you (the principal), the surety carrier, and the City of Jacksonville (the obligee, the party the bond is payable to). If you fail to restore the road or pavement you remove, or to follow Ordinance Code §744.110 and your permit, the bond pays for loss to the City or an adjoining property owner, including warning signals and barricades.

It is not insurance for you — if the surety pays a claim, you repay the surety. The City’s form runs for one year, so renew it to keep a current bond on file.
