Clay County's own documents describe one annual performance bond. Under its Solid Waste Franchising and Collection Ordinance (Ord. 90-24, s. IV.2.B), the Board of County Commissioners may require each solid-waste container-service franchisee (roll-off and dumpster haulers) to furnish a performance and payment bond every year. The County's franchise agreement sets it at no more than $25,000, to insure continuity of collection and disposal service, for a franchise year that runs October 1 to September 30.

It's a three-party arrangement: you (the principal), the surety carrier, and Clay County (the obligee, the party the bond protects).
