The town requires a surety bond so it is protected if those controls are not installed, maintained, or restored. It is a three-party arrangement: you (the principal), the surety carrier, and the Town of Windsor Locks (the obligee). If the controls fail or the site is left unstabilized, the town can recover against the bond to do the work.

It is not insurance for you — if the surety pays the town, you repay the surety. Once the site is finally stabilized and the town signs off, the bond is released.
