Under the Town of Windsor’s solid waste ordinance (Code of Ordinances § 8-9), no person or entity may operate as a collector or hauler of solid waste, refuse, or recyclable materials on a Windsor public highway without a current annual collector’s license issued by the Town Manager or designee.
