What the MDC contractor bond actually guarantees
The Metropolitan District is a quasi-municipal corporation that operates the public water distribution and sanitary sewer system for Bloomfield, East Hartford, Hartford, Newington, Rocky Hill, West Hartford, Wethersfield, and Windsor, plus parts of neighboring towns. Before a contractor may install, repair, alter, or remove a water service connection to the MDC’s public water main, MDC ordinances require the contractor to hold a permit — and, as a condition of that permit, to have a $10,000 surety bond on file with the MDC Utility Services Department.
It is a three-party arrangement: you (the principal), the surety carrier, and the Metropolitan District (the obligee). The bond is executed to name the contractor, the responsible state-licensed individual, and the surety, and it stands behind the contractor’s work on the District’s system.
It is not insurance for you — if the surety pays a claim, you repay the surety. The MDC also requires the contractor to hold a valid Connecticut plumbing/piping license (P-1, P-7, or W-9) and a certificate of insurance naming the MDC as additional insured before it will approve a water service connection application.
