Connecticut requires erosion and sediment control on land-disturbing projects, and each town enforces it locally. The Town of Ledyard can condition its approval on a bond securing the controls in your plan — so the silt fence goes up, the slopes get stabilized, and the site is restored even if the project stalls.

It’s a three-party arrangement: you (the principal), the surety carrier, and the Town of Ledyard (the obligee). If you fail to install or maintain the erosion controls and sediment leaves the site, the Town can recover against the bond to bring the site into compliance.
