What the blanket right-of-way bond actually guarantees

The Town of Frisco Public Works Department issues every excavation and right-of-way work permit within Town limits — for utility installs, service connections, and any work in the public right-of-way. It conditions those permits on a surety bond. The blanket bond covers a year of your permits at once, instead of bonding each job separately.

The bond is a restoration-and-compliance guarantee running to the Town: it stands behind your obligation to restore the pavement, curb, and other public improvements you disturb, and your compliance with Town right-of-way standards. Per the Town’s permit process, a minimum surety bond is required.

It is a three-party arrangement: you (the principal), the surety carrier, and the Town of Frisco (the obligee). If you leave the right-of-way unrestored or out of spec, the Town can recover against the bond — and if the surety pays, you repay the surety.
