The Bancroft-Clover Water & Sanitation District is a Colorado special district that owns and operates the water and sewer system in its service area. Before a contractor can tap, connect to, or work on that system, the District requires a contractor’s license — conditioned on a $5,000 surety bond plus a current certificate of liability insurance.

The bond is a performance-and-compliance guarantee to the District: it stands behind your following the District’s rules and regulations, doing the work correctly, and not leaving the District or the public exposed if you abandon a project or do faulty work on the water or sewer mains.

It is a three-party arrangement: you (the principal), the surety carrier, and the District (the obligee). If you violate the District’s rules and someone is harmed, they can recover against the bond — and if the surety pays, you repay the surety. It is not insurance for you.
