This is a combined synopsis/solicitation for commercial services prepared in accordance with the format in RFO Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued.
This solicitation, FA302026Q0116, is issued as a Request for Quotation (RFQ).
The requirement is for a ruggedized, non-CCI ground-to-air transceiver operating across LVHF, VHF, and UHF bands (30–400 MHz) with up to 10W of variable output power. It must support AM/FM voice and secure cipher-text modes, complying with ETSI EN 300 676-1 standards for 8.33 and 25 kHz channel spacing. The unit must feature an integrated web server and SNMP V3 for remote IP-based configuration and command. To ensure survivability, it must meet MIL-STD-810H/461G standards, carry an IP65 rating, and support flexible AC, DC, or BB-2590 battery power (NSN 5820-01-695-9351).
Notice to Offerors: Funds are not presently available for this effort. No award will be made under this solicitation until funds are available. The Government reserves the right to cancel this solicitation, either before or after the closing date. In the event the Government cancels this solicitation, the Government has no obligation to reimburse an offeror for any costs.
The applicable NAICS code is 334220, and the small business size standard is 1,250 Employees. This requirement is a Total Small Business Set-Aside.

PROPOSAL SUBMISSION: The solicitation will close at 2**:00 PM CDT on Friday, 18 September 2026.** All quotes must be submitted via email to the Primary and Alternate contacts listed below.

Place of Performance & Acceptance:
F.O.B. Destination; Sheppard AFB, TX 76311 (exact customer address will be provided in the resulting contract).
The contractor shall provide all supplies, equipment, operator manuals and mounting hardware necessary to install and operate 2 UHF mobile radio systems in 2 fire command vehicles located at the Sheppard AFB Fire Department, 1024 K. Ave Sheppard AFB, TX. 76311 Bldg. 1093. The radios must be General Dynamics URC-300 transceivers meeting specified technical standards including MIL-STD-810H/461G, IP65 rating, and ETSI EN 300 676-1 compliance. Deliverables include two URC-300 transceivers, battery connector covers, DC power cables, palm microphones, amplified remote speakers, universal mounting bracket systems, VHF/UHF spring loaded mobile antennas, and antenna mounting brackets. All equipment shall be delivered within 180 calendar days of contract award.
