Contractor-owned, Contractor-operated (COCO) bulk retail services at two locations on Fort Bragg, NC.

The contractor must operate and maintain contractor-owned bulk fuel facilities at two sites on Fort Bragg, NC: East Bragg Facility and the 82nd Airborne Facility. Work includes fuel operations (receipt, storage, issue, transfer, inventory management, quality surveillance), maintenance of all facilities and equipment, staffing, security, environmental compliance, and spill response. The contractor must provide all personnel, equipment, facilities, and materials unless otherwise stipulated, and must design, build, own, and operate the fuel facilities including tanks, dispensers, bulk loading/offloading points, operations buildings, and backup power. The contractor will be responsible for obtaining all necessary permits and for property restoration at contract end.
