This is a solicitation for commercial products prepared in accordance with the format in Federal Acquisition Regulation (FAR)/Revolutionary FAR Overhaul (RFO) Subpart 12.201, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a separate written solicitation will not be issued.
Naval Surface Warfare Center Indian Head Division (NSWC IHD), located in Indian Head, Maryland, intends to award a firm-fixed-price (FFP) purchase order using Simplified Acquisition Procedures to Procure for Bulk Cryogenics.
Solicitation Details
Quotes are being requested under Request for Quotations (RFQ) Amendment N0017426Q11180001. The applicable North American Industry Classification System (NAICS) code is 325120 and the associated small business size standard is 1200 employees.
The solicitation document and incorporated provisions and clauses are those in effect through the FAR/RFO. This RFQ incorporates all provisions and clauses in effect through Federal Acquisition Circular (FAC) 2026-01 and the Defense Federal Acquisition Regulation Supplement (DFARS) DPN 20260507.
Basis for Award
The Government will award a purchase order resulting from this solicitation to the responsible vendor whose quote conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The Government intends to evaluate all timely quotes received from eligible vendors on a Lowest Price Technically Acceptable (LPTA) basis. The Government intends to evaluate quotations and award a purchase order without discussion.
Evaluation Factors:
Technical: Quotes must reflect the required specifications and the exact brand specified in the Statement of Work.
Price: Quotes must include all applicable costs, including shipping and handling.
Submission Instructions
Quote packages are due by November 05, 2026, at 10:00 AM EST. Late quotes will not be considered. Quote packages shall be sent via email to latrice.t.whitfield.civ@us.navy.mil and must contain a cover sheet that provides the following information:
Official Company Name;
Point of Contact (including name, email address, and phone number); and
Unique Entity Identifier (UEI) and CAGE Code.
The Contractor shall deliver Bulk Non-Medical Grade Liquid Nitrogen and Carbon Dioxide and fill government owned tanks at NSWC IHD by designated buildings and estimated quantity. B1448 requires Bulk Liquid Carbon Dioxide (12,000 LBS Tank) with 12 deliveries for an estimated total quantity of 144,000 pounds at 5185 Drop Tower Drive, Indian Head MD 20640. B764 requires Bulk LN2 (1,500 GL Tank) with 12 deliveries for an estimated total quantity of 18,000 gallons at 5261 Guillotine Place, Indian Head MD 20640. A one-time emergency Hot Fill Service requires the Contractor to deliver on demand within 24 hours from a government representative call for materials, with material cost based on the amount of product delivered to the required location.
