This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation and is being issued using simplified acquisition procedures.
II. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular FAC 2026-01, effective date 13 March 2026, Defense Federal Acquisition Regulation. Supplemental change effective 10 November 2025, Department of the Air Force Federal Acquisition Regulation Supplement change effective 16 September 2024.
III. The Clause at FAR 52.232-18, Availability of funds, applies to this acquisition.

A Response to this RFQ must be received via e-mail no later than 10:00 AM. Chamorro Standard Time (ChST) on 18 September 2026. Oral quotes will not be accepted. Emailed quotes must be received at the stated addressee email inbox on time and the addressee must be able to open the email and all attachments. No other email receipt will be acceptable. The Government does not accept responsibility for non-receipt of offers. It is the vendor’s responsibility to request and receive confirmation of quote receipt.

The contractor shall provide one lot of a Portable Counter-Unmanned Aerial Systems (CUAS) system that is rapidly deployable and adaptable to mobile, dismounted, and fixed missions. The system must include a pole mount kit with 10-meter network cable, tripod, mounts, power supply mounts, hard case, wire kit, Skyview MPV3, 3-year hardware manufacturer warranty, and a 3-year term software license. It must provide full-time protection to classify and mitigate multiple threats across multiple bands, include an expansion port, and provide operator control, activity log review, and system updates. The system must meet specific physical specifications: weight not to exceed 35 lbs, size not to exceed 13" x 8.5" x 19", and include a component weighing not to exceed 6 lbs. Coverage includes 433/868/915 MHz, 1.2/2.4/5.2/5.8 GHz, with detection range >3 km horizontal radius, defeat range >550 Watts, and deployment time <5 minutes. The system must be MIL-STD compliant for salt/fog, vibration, shock, and EMI, and have an ingress protection rating of IP66.
