The Pearl Harbor Naval Shipyard and Intermediate Maintenance Facility (PHNSY&IMF) intends to award a sole-source purchase order using the procedures at FAR 13.106-1(b)(1), as it has been deemed that only one source is available to meet this specific requirement due to the service only being available from the Original Equipment Manufacturer (OEM). This purchase order is intended to be awarded to CR Onsrud, Inc. for repair services. The requirements document in the form of a Performance Work Statement is attached to this notice.
This notice of intent is not a request for competitive proposals or quotations. Any party who believes they can perform this requirement should submit a tailored capability statement for consideration by the government. A determination by the government not to compete this proposed contract based on responses to this notice is solely within the discretion of the government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement.
The government will not be responsible for any costs incurred by responding to this notice. A party may identify their interest and submit a capability statement by 26 September 2026. Responses, including questions about this notice, shall be sent via email to Fiona Lynch at fiona.c.lynch.civ@us.navy.mil.
The contractor shall provide on-site repair on an Onsrud 5-axis machine, Model F148HM24CH2, to restore it to Original Equipment Manufacturers (OEM) operating specifications. The repairs include any adjustments, modifications, parts, labor, and software re-installation required. The contractor shall provide all necessary parts at no additional cost, be responsible for removal and disposal of replaced parts, and provide a written report no later than five days following the service detailing the work performed, parts replaced, and operational and calibration test results.
