The U.S. Embassy in Panama requires mobile and data services, including voice and text for basic phones and unlimited data service for Smart Phones and Tablets, for official domestic and international use.
The anticipated performance is for a base year, with two one-year option periods, if exercised by the Government.
The U.S. Government intends to award a contract to the most qualified, responsible offeror representing best value using trade-off evaluation methodology.
The Embassy intends to conduct a pre-quotation conference, and all prospective quoters are invited to attend. Prospective offerors should contact Aranza Gutierrez at (507) 317-5309, or by email to PNMPROCREQ@state.gov for additional information or to arrange access to the virtual meeting.
Quotations are due by 3:00p.m. on Tuesday, October 13th, 2026. No quotations will be accepted after this time. Quotations must be in English and incomplete quotations will not be accepted.
Your quotation must be submitted electronically to PNMPROCREQ@state.gov . It is important to make sure the submission is made in specific size and format; in MS-Word 2007/2010 or MS-Excel 2007/2010 or Adobe Acrobat (pdf) file format. The file size must not exceed 30MB. If the file size should exceed the 30MB, the submission must be made in separate files and attached to separate emails with less than 30MB each.

The Offeror shall submit a completed IRS Form W-14, found at www.irs.gov/w14, to ensure compliance with FAR 52.229-11.

Notwithstanding FAR 4.203-1(b)(5)(ii), the Contracting Officer has determined that it is in the best interest of the U.S. Government that offerors be registered in the SAM (System for Award Management) database at https://www.sam.gov at the time of submitting a proposal.
The Contractor shall provide enterprise-grade mobile and data services to the U.S. Embassy Panama, including a Basic Plan (pay per use for calls, SMS, and roaming) and an Unlimited Smart Phones & Tablets Plan (flat monthly rate per line with unlimited local data, minutes, SMS, and roaming). Services include 4G/LTE and 5G where available, eSIM activation, voice mail, caller ID, Wi-Fi Calling, and rental of up to 50 mobile devices. The Contractor must provide 24/7 customer support, detailed monthly billing, and ensure high availability and reliability. The place of performance is Panama City, Panama.
