Under an Interagency Agreement, the U.S. Department of Transportation John A. Volpe National Transportation Systems Center (Volpe Center) is providing support to the Federal Aviation Administration (FAA) Facilities Environmental Cleanup (ECU) Program. As part of this effort, a Remedial Action (RA) will be conducted at one facility in the FAA Eastern Service Area (ESA) to remove identified soil contamination.
The site requiring remediation for lead- and polychlorinated biphenyl (PCB)-contaminated soils is QPI RCAG – Matawan, NJ (40.370895°, -74.220954°). The FAA’s ECU Program has identified the potential for environmental and human health risks and/or liability associated with the facility above based on prior research, known historic operations and practices, and required cleanup actions. The Contractor shall conduct all work in accordance with Federal, State, and local requirements. Where inconsistencies exist, the Contractor shall follow the most stringent requirement. The Contractor shall submit a draft Remediation and Restoration work plan (Work Plan) (where applicable) within ten (10) business days of the project kick-off meeting that addresses the project requirements below. This task involves the preparation and submission of a draft and final Work Plan. The Work Plan shall detail the technical approach and schedule for conducting all contaminated soil remediation, disposal, and site restoration activities described below. To assist with preparation of the Work Plan, the contractor shall thoroughly review the Government-furnished information (GFI) for pertinent information. The removal quantities and depths in the Preliminary Assessment/Site Investigation and Remedial Investigation reports (if provided) are to be used as a guide along with the estimated total quantities listed in this SOW Section 2.2.2. The Work Plan shall describe methods and procedures for performing soil remediation, disposal, and restoration. Disposal methods must be detailed by the contractor for the site. FAA has consulted a Licensed Site Remediation Professional (LSRP), and the LSRP will select and approve all disposal facilities where waste and debris is to be shipped. Disposal sampling and paperwork is the responsibility of the contractor. Confirmatory sampling has already been conducted at the site. Additionally, the work plan shall also identify any required permits needed to perform the work.
Additional components required with the Work Plan are the Site Safety and Health Plan (SSHP), which shall include personnel health and safety precautions to be followed. The work plan shall also include a brief Risk Management Plan that identifies major risks and hazards on each site and discusses ways to minimize these risks. An outline summarizing the required content of the work plan is Technical Approach (Method and procedures for soil remediation, removal, disposal a. Identification of required work permits and b. Site Safety Health Plan (SSHP). Risk Management Plan a. Identification of major risks and b.Risk mitigation plan. The contractor should expect a 5-business day Volpe Center review period between submission of the Draft Work Plan and receipt of Volpe Center comments. The Volpe Center and the Contractor shall meet to discuss any comments and changes, if necessary. The contractor shall make the changes and submit a Final Work Plan within 5 business days of the receipt of comments. Contaminated Soil Remediation: Preliminary Assessment/Site Investigation (PA/SI) and Remedial Investigation (RI) activities completed between 2020 and 2025 found soils at the below site containing contamination above FAA’s action levels, which are based on U.S. Environmental Protection Agency (EPA) and/or New Jersey Residential Soil Remediation Standards. Examples include lead-in-soil concentrations above 200 mg/kg (ppm) or PCB-in-soil concentrations above 0.25 mg/kg.
See SOW for greater details.
The contractor shall conduct a Remedial Action (RA) at the QPI RCAG site in Matawan, NJ to remove lead- and PCB-contaminated soil. Work includes: preparing a draft and final Remediation and Restoration Work Plan detailing technical approach and schedule; excavating contaminated soil from an area of approximately 4,800 ft² to a depth of 1.5 ft below ground surface (bgs), with one 10 ft x 10 ft hot spot at the northwest side of the equipment building excavated to 2 ft bgs (maximum remediation volume of 300 cubic yards); live-loading soil onto dump trucks for immediate off-site disposal; collecting waste characterization samples per the LSRP-approved disposal facility's specifications; backfilling with NJ clean fill approved by the LSRP to restore original grade; and submitting a site close-out email with waste manifests and disposal documentation. The contractor shall also prepare a Site Safety and Health Plan (SSHP) and a Risk Management Plan. Work hours are 8:00 a.m. to 4:30 p.m. Monday through Friday, with no weekend work unless approved. The period of performance is from notice to proceed through May 31, 2027.
