The contractor must provide SEOC Operations Analysis Awareness Specialists to maintain continuous 24/7 watch coverage (0600-0600) at the Shore Enterprise Operations Center (SEOC) in Building 111, Washington Navy Yard. Duties include synthesizing and analyzing incoming operational reports (SITREPs, spot reports, message traffic) to identify trends, conducting root cause analysis, maintaining situational awareness, monitoring classified and unclassified C2/C4I systems, supporting Crisis Action Team operations, executing COOP plans, and producing real-time alerts, daily analysis, monthly roll-ups, and quarterly strategic assessments. The contractor is responsible for managing shift schedules and ensuring no gaps in watch coverage, and must be prepared to deploy along the east coast for COOP events. Non-watch analytical tasks may be performed off-site with COR approval. The base period is 1 November 2026 – 31 October 2027, with four one-year options and a final 6-month option.
