Performers are to propose technical and cost proposals for research and development efforts under the Relentless Wolfpack Grand Challenge. The work includes demonstrating that multiple weapons from different vendors can work together to synergize effects and neutralize targets in a contested battlespace. Deliverables include data items (A001–A027), software, and a final report. The period of performance is 20 months (18 months for performance and 2 months for final report). The Government intends to award Fixed Price Other Transaction (OT) agreements for prototype, with milestone payments tied to observable technical R&D milestones. Proposals must include a Technical Basis of Estimate, a milestone payment schedule, unburdened labor and skill mix, and a summary of major materials and subcontracts. The technical approach must address WOSA v3.8 compliance, M-Series alignment, and autonomy capability for homogeneous or heterogeneous swarms.
