The 2026 Distributed Wind Turbine Competitiveness Improvement Project (CIP) is comprised of thirteen (13)
different topic areas, as specified in the Statement of Work (Attachment 1), dated September 14, 2026:

The scope of work covers thirteen topic areas: Prototype Design Development, Prototype Manufacture, Prototype Installation and Testing, Component Innovation, System Optimization, Small Turbine Certification and/or Listing, Type Certification and Listing, Power Electronics Development, Power Electronics Pre-Testing, Power Electronics Listing, Manufacturing Process Innovation, Technology Commercialization, and Field Validation. Work includes design, analysis, manufacturing, testing, certification, listing, and commercialization of distributed wind turbines (up to 1000 kW rated power, except Small Turbine Certification capped at 150 kW peak power) and power electronics. The Subcontractor shall conduct work that fulfills the specific tasks for the corresponding topic area, including design reviews, test plans, manufacturing plans, and reporting. All projects should lead to an increase in the number of certified wind turbines and power electronics in the U.S. market, an increase in domestic manufacturing, and/or a reduction in the levelized cost of energy (LCOE).
