The Government contemplates award of a Firm-Fixed Price order resulting from this solicitation. See 52.212-2 for evaluation criteria. All quotes must be submitted by 5:00 PM Eastern Time on 11/10/2026 via email to Cristina.P.Mesen@uscg.mil and keven.d.weaver@uscg.mil. Quotes shall be submitted via the SF-18. Questions about this solicitation must be submitted in writing to the Contracting Officer and Contract Specialist at the email addresses listed above no oral questions will be accepted.

All visitors must complete a visitor access request form in accordance with Base security policy and present a valid Real ID or Passport as a method of identification. Full name, date of birth, and last 4 of SSN must also be provided. Visitors with a valid Military ID or RAPIDGate pass will not be required to complete the access form.

The Contractor shall provide all necessary personnel, certified labor, tooling, parts, materials, and transportation to perform comprehensive repair and maintenance services on one (1) government-owned Bobcat T870 Compact Track Loader. The scope includes picking up the equipment from USCG Base Portsmouth (4000 Coast Guard Blvd, Portsmouth, VA 23703), replacing the hydraulic pump and final drive assemblies, executing a complete hydraulic system flushing and system calibration to OEM specifications, and delivering the fully certified machine back to USCG Base Portsmouth. The Contractor shall also perform a comprehensive diagnostic assessment of the loader’s hydraulic and drive systems, and if additional faulty components are identified, submit a detailed written Report of Findings and itemized cost estimate to the Contracting Officer. The Contractor must perform full operational load testing and provide certified documentation verifying that all system pressures meet Bobcat OEM specifications.
