Portfolio Acquisition Executive (PAE) Maneuver Ground Project Manager (PM) Maneuver Medical Devices (M2S) is issuing this Request for Prototype Proposals (RPP) under Other Transaction Authority (OTA) pursuant to 10 U.S.C. § 4022 to solicit prototype project proposals for a Scanner Ultrasonic Ocular device.
The purpose of this RPP is to identify, select, and award two (2) prototype Other Transaction (OT) Agreement —for the delivery and demonstration of prototype scanner ultrasonic ocular devices that address the capability gap described herein. The awardee(s) shall deliver four (4) prototype devices for operational and environmental testing. The goal is to procure an FDA-approved commercial solution that requires minimal to no modifications to meet the technical specifications identified herein.
The awardee(s) will deliver four prototype ultrasonic ocular scanner units supporting A-Scan biometry and B-Scan diagnostic imaging for ophthalmic trauma diagnosis in deployed field hospital settings. The devices must operate on dual-voltage power with battery backup, meet FDA regulatory requirements, and be compatible with organic maintenance by military Biomedical Equipment Technicians. Deliverables include user/maintenance manuals, training sessions, TAA compliance certification, cybersecurity/ATO documentation, and support for operational testing by MTEAC and environmental testing per MIL-STD-810H. Following successful prototype demonstration, follow-on production of approximately ten additional units is anticipated.
