The Department of Veterans Affairs intends to solicit a firm fixed price order for Atlas 500 Corneal Topographers with Accessories, Delivery, Installation and training with PROAIM Americas, LLC, 16024 Manchester Rd Ste 200, Ellisville, MO 63011-2195. There are no other sources that will satisfy agency requirements for the necessary equipment. Implementation of DICOM and FORUM integrations cannot be purchased separately from topographers as this integration is necessary for full performance required of the purchased devices. Only ProAim is authorized to sell DICOM to FORUM integration licenses as well as topographers as required. The Department of Veterans Affairs requires these products and services to ensure necessary data automation through existing Carl Zeiss FORUM Ophthalmology Picture Archiving and Communication System to meet requirements under the Cerner electronic health record implementation and transition.
Any responsible source that feels it is capable in performing this requirement may submit a quote for the listed items from the solicitation and describe and/or submit documentation to support your capabilities. The response will be considered by the agency. Responses should be submitted to Leah Smith at leah.smith@va.gov no later than August 13, 2026, at 11:00 AM Pacific Time, to be considered. The Government will not pay for information submitted. Any responses received will only be considered for the purposes of determining whether to conduct a competitive procurement in lieu of sole source contract described in this notice, and such determination shall be made at the sole discretion of the Government. Supporting evidence must be furnished in sufficient detail to demonstrate the ability to comply with the requirement. If no responses are received, the government will proceed with the Sole Source acquisition.
The Contractor shall deliver, assemble, install, calibrate, and provide on-site training for four (4) Corneal Topographers, including associated accessories and configuration components as itemized in the Price/Cost Schedule. The Contractor shall provide all labor, supervision, tools, materials, transportation, and technical support required to complete delivery and installation. This requirement includes product delivery, installation, system calibration, operational verification, and clinical user training. Final installation locations shall be in accordance with the Delivery Schedule at VA Northern California Health Care System (Mather, CA), Chico VA Clinic, Redding Outpatient Clinic, and McClellan Outpatient Clinic - Sacramento.
