Solicitation number 12FPC426Q0071 is issued as a Request for Quotation (RFQ) for NRCS Puerto Rico Battery Backup System for the Corozal Field Office.
This acquisition is set-aside for small business concerns. The applicable North American Industry Classification Standard Code is 238210. The small business size standard is $19M This acquisition is a Total Small Business Set-Aside. All responsible sources may submit a quotation which will be considered by the agency.
A Site Visit has been scheduled for September 10th at 10:30 AM. Location and details are noted within solicitation (CSS_12FPC426Q0071_PR Battery Backup).
Interested vendors can review the work site at this time. Review of the work site is not mandatory, but highly and strongly recommended.
Quotes in response to the RFQ must be e-mailed to tamara.sawyer@usda.gov and oksana.strekha@usda.gov no later than 12:00 PM ET on September 18, 2026. The e-mail subject line should read: Quotation 12FPC426Q0071 – PR Backup Battery. Quotes must contain the name, phone number, and e-mail address of the individual to be contacted concerning any matter related to the solicitation. Quotes are to be inclusive of all costs to perform the work required as outlined in the PWS.
The contractor shall install a fully functional facility battery back-up power system for the USDA-NRCS facility at the Corozal Service Center – San Rafael Building, including system design, procurement, installation, testing, commissioning, training, documentation, and ongoing support. The system must support 150% of average load for at least 24 hours of operations on 8hrs intervals, and the contractor must conduct a comprehensive facility assessment, develop and submit a system design package, procure approved materials, install the system, perform acceptance testing for no fewer than seven calendar days, provide training to at least two NRCS personnel, and deliver all required documentation.
