(i) This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested, and a separate written solicitation will not be issued.
(ii) The solicitation number is 75N98027Q00054. This solicitation is issued as a Notice of Intent (NOI) for a non-competitive combined synopsis/solicitation to award a contract or purchase order without providing for full and open competition (including brand-name, if applicable).
This acquisition is conducted under the authority of FAR 12.603, Streamlined Solicitation for Commercial Products or Commercial Services, and is not expected to exceed the simplified acquisition threshold. Additional authority includes 41 U.S.C. 1901 and FAR 6.302-3(a)(2)(ii).
The National Institutes of Health (NIH), Office of the Director, Office of Acquisitions, intends to negotiate and award a firm-fixed-price purchase order on a non-competitive basis to Krishagni LLC, 5528 Hennessey Ct, Apt 3N, Saint Louis, MO 63139 for onboarding the National Heart, Lung, and Blood Institute (NHLBI) to the National Eye Institute¿s (NEI) existing OpenSpecimen biobanking software instance and implementing associated Electronic Medical Record (EMR) integration services. Competition is restricted to Krishagni LLC because NHLBI¿s requirement is specifically to onboard to NEI¿s active, Krishagni-licensed and operated OpenSpecimen environment rather than to procure a separate standalone biobanking system. Acquiring a different biobanking product would not satisfy the requirement to join the existing NEI shared instance and would result in substantial duplication of software licensing, implementation, validation, and support infrastructure costs, as well as unacceptable operational delays. As the software developer, proprietor, and operator of the existing NEI OpenSpecimen environment, Krishagni LLC is the only responsible source authorized and technically capable of performing the required onboarding, workflow configuration, and EMR integration services within that shared platform.
(iii) The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2026-01, effective 03/13/2026.
(iv) The associated NAICS code is 541511 (Custom Computer Programming Services), and the small business size standard is $34.0 million. This requirement is not set aside for small business.
The contractor shall provide one-time OpenSpecimen onboarding services including setup of one collection protocol template, configuration of inventory and reports, development of three custom specimen processing workflows, label generation and barcode printer configuration, integration with LDAP/Active Directory, web-based training for one batch of up to five users, and API access. The contractor shall also provide one-time EMR integration implementation services, including configuration and deployment of EMR integration compatible with the existing NEI OpenSpecimen environment and NHLBI requirements. The system shall support biospecimen inventory management, specimen lifecycle tracking, configurable specimen processing workflows, storage hierarchy/location management, search and retrieval, audit trail functionality, reporting and data export, role-based access controls, and configuration support for NHLBI workflows. The contractor shall provide all labor, materials, tools, equipment, documentation, and technical support necessary to complete onboarding and EMR integration services in coordination with designated NHLBI and NEI representatives.

One prequalification covers both — on this bid and the next.
A surety’s written statement that it expects to bond you up to a stated amount, subject to final underwriting. It’s what an agency asks to see before they take your bid seriously.
