Underground Fuel Storage Tank Cleaning, Inspection, Testing and Re-Fueling

The contractor must clean, inspect, test, and re-fuel nine underground diesel fuel storage tanks, each with a nominal capacity of 20,000 gallons. Work includes fuel transfer, tank opening, sludge removal, fuel polishing, pre- and post-work fuel sampling and laboratory testing, reassembly, diesel fuel replenishment with ASTM D975-compliant No. 2-D S15 ULSD red-dyed diesel, and operational testing. The contractor must comply with Lockout/Tagout, permit-required confined-space entry, atmospheric testing, spill prevention, and environmental protection requirements. Work shall proceed one tank at a time, and each tank must be returned to operational status by the end of the scheduled workday unless a written exception is approved. The contractor must submit a detailed project schedule within ten calendar days after award and coordinate mobilization with the COR.
