1.0 Scope. This PD is to define the specifications necessary to award a contract for a 1 EA Position(Posi)-Turner: Model numbers – 10LS-250 or equal to, will be for the Directorate for Maintenance in the Welding Shop section, Bldg. 343 in support of the Bradley/MLRS fleet expansion effort. Contractor shall perform any/all site preparation needed for new equipment. Site preparation may include delivery of new equipment, offloading and positioning of new equipment, planning and designing, fabrication, and commissioning necessary to furnish one Posi-Turner to the Welding Shop.
2.0 Requirements.
The following salient characteristics are the minimum requirements for any proposed items being offered:
Capacity: 10,000 lbs.
Unit includes the "Leveler" that adjusts the center-of-gravity under the hook to balance the load with pushbutton control
Bail adjusts 6" +/- either side of center (bail = 4.3" x 7.5")
Maximum sling spacing: 251"
Minimum sling spacing: 14.25"
Heavy duty non-slip surface on drum
Heavy duty drive package
Power required: 460/3/60 (power to be supplied from crane)
Includes operator pendant with 20'-0 cord.
System to be used with a single crane/hoist hook
Estimated unit weight: 4765 lbs.
Estimated system height: 49" (base to hook)
Painted standard Caldwell yellow
Meets ASME B30.20, BTH-1 design standards; design category "B", service class "2".
3.0 Installation Schedule. The Posi-Turner shall be delivered, installed and operational at building 343, Red River Army Depot.
RRAD works a four-day, ten-hour workweek, Mon-Thurs, 0630-1700. Working Friday is not guaranteed but will be taken into consideration. The contractor may request to work Friday with 48 hours prior notice to RRAD POC. RRAD will be closed on all Federal Holidays which are:

4.0 Final Acceptance Testing
A final acceptance run-off shall be performed. The runoff shall demonstrate the system’s ability to lift, roll over, and position 2 EA MLRS Hulls without failure. The test shall consist of the designed by RRAD personnel with no failures. Government will furnish the MLRS Hulls for the final acceptance testing
5.0 Technical Manuals
Technical Manuals and Parts List: Contractor shall provide two (2) hard copies and one electronic copy on CD/DVD of operations sequence, system program, Bill of Materials (BOM), wiring diagrams/schematics, maintenance manuals for contractor installed equipment including calibration information and procedures where applicable. all operator and maintenance manuals.
RESPONSIBILITIES

off-loading and placing items on foundation.
() (XX) b. Set and level the machine components on its
foundation.
() (XX) c. Provide and install anchor bolts and nuts.
() (XX) d. Connect machine to the provided utilities hook-up.
() (XX) e. Provide all necessary materials, tools, gages and
instrumentation necessary to perform the required tests.
Material and tooling required for the performance testing at
Government facility.
() (XX) f. Provide and charge all systems with fluids in accordance with
manufacturer's instructions.
(XX) () g. Provide unobstructed utilities hook-up within 20 feet of
system.
The contractor shall furnish one Posi-Turner (Model 10LS-250 or equal) with a capacity of 10,000 lbs., including a Leveler, bail adjustment, heavy-duty drive package, operator pendant, and compliance with ASME B30.20 and BTH-1 design standards. The contractor must perform site preparation, deliver, offload, position, install, and commission the equipment at Building 343, Red River Army Depot. The contractor shall also provide technical manuals (two hard copies and one electronic copy), perform final acceptance testing demonstrating the system's ability to lift, roll over, and position 2 EA MLRS Hulls, and furnish labor, materials, tools, and instrumentation for testing.
