The Contractor shall provide specialized legal recruiting and executive search services including workforce market research, candidate sourcing, outreach to active and passive candidates, preliminary qualification assessments, credential verification, candidate screening, interview coordination support, and recruitment reporting. Services cover attorney positions at various grade levels including attorney-advisor, supervisory attorney, deputy associate general counsel, assistant deputy associate general counsel, associate general counsel, and other attorney roles. The Contractor shall identify qualified candidates with expertise in Medicare, Medicaid, CHIP, drug pricing laws, ACA, healthcare fraud and abuse laws, HIPAA, health information technology, and complex federal litigation. The Contractor shall perform seven tasks: Recruitment Needs Assessment, Candidate Sourcing and Recruitment Strategy, Candidate Screening and Qualification Assessment, Credential Verification and Candidate Due Diligence, Candidate Presentation and Referral, Interview Coordination and Placement Services, and Reporting and Performance Metrics. Payment is made in two installments per successful placement: 40% after candidate enters on duty and COR accepts final placement report, and 60% after candidate remains employed for 30 calendar days.
