The contractor shall provide 16 FTE key personnel to the Lt. Col. Luke Weathers, Jr. VA Medical Center (VAMC Memphis) Pathology and Laboratory Medicine Service. Services include high-complexity testing, venipuncture, specimen processing, gross dissection of surgical specimens, cytopreparation, and medical transcription. The contractor must provide personnel who meet specific qualifications: Medical Technologists must be ASCP or AMT certified; Pathology Assistants must be ASCP certified; Phlebotomists should be ASCP certified but it is not mandatory; Cytopreparation Technicians require no licensure or certification; Medical Transcriptionists must have appropriate experience. The contractor shall provide services on an as-needed basis with a 30-day advance notice, and the VAMC Memphis Chief of P&LMS will have final technical and administrative direction. The contractor must also comply with all VA policies, infection control requirements, security and privacy regulations, and provide evidence of insurance.
